Civil Presiding Judge


Judge Pamela Gates was appointed by Governor Jan Brewer in September 2009 to serve on the Maricopa County Superior Court.  Judge Gates currently serves as the Civil Presiding Judge.  Prior to her rotation to the Civil Department in June 2018, Judge Gates served as the Associate Presiding Judge of the Criminal Department.  She also served as the Downtown Associate Presiding Family Court Judge before her rotation to the criminal bench.  Before becoming a judge, Pam worked as a partner at Bryan Cave LLP.  Over time, Pam's practice evolved from general litigation to more specialized environmental litigation, including individual and mass toxic tort litigation, cost recovery actions, environmental insurance coverage, and enforcement defense.  Pam also assisted clients with regulatory counseling.  As a judge, she has served on numerous state-wide committees including the Advisory Committee on the Rules of Evidence, the Court Leadership Institute of Arizona, the Steering Committee on Arizona Case Processing Standards, the Committee on Time Periods for Electronic Display of Superior Court Case Records, the Task Force on the Arizona Rules of Criminal Procedure, Our Courts Arizona, and she chaired the Superior Court Records Retention Schedule Revision Committee.  Judge Gates has also served on numerous committees for Maricopa County Superior Court, including chairing the Court’s education day and working to reform the Court’s resource center.  Judge Gates graduated from the University of Iowa College of Law and completed her undergraduate work at Drake University.
