Criminal Presiding Judge

Prior to taking the bench, Judge Starr worked for three years as a Capital Staff Attorney through the Arizona Death Penalty Judicial Assistance Project, assisting trial judges statewide with death penalty cases. Judge Starr served as an Assistant Attorney General for the Office of the Arizona Attorney General and Deputy County Attorney for Maricopa County. She handled both trial and appellate matters, including criminal, civil, sexually violent person, mental health and capital cases.   After graduating from the University of Arizona College of Law in 1992, Judge Starr served as a law clerk to the Honorable Jefferson L. Lankford of the Arizona Court of Appeals, Division One.

Judge Starr is Dean of the Judicial College of Arizona and is Chair of the State Bar of Arizona’s Criminal Jury Instructions Committee. She previously served on the Arizona Commission on Judicial Performance Review, State Bar Conflict Case Committee, State Bar Committee on Legal Services, and Editorial Board of the Arizona Attorney.
