In 2017, the Arizona Bar Foundation, in partnership with the federally funded civil legal aid agencies (Community Legal Services, DNA People’s Legal Services, and Southern Arizona Legal Aid), conducted a legal needs assessment. With the impact of the pandemic, prevalence of remote hearings, rule/statute changes, and other factors post 2017, it was decided that another assessment should be conducted.
