Judicial Branch Administrator Ray Billotte Honored with Two National Awards for Transformative Leadership in the Courts

PressRecognized for his visionary leadership and unwavering dedication to public service, Judicial Branch Administrator Ray Billotte has been honored with two prestigious awards: the Gordon Griller Award for Excellence in Court Leadership and the Justice Management Institute’s Ernest C. Friesen Award.
Billotte received the honors at this year’s National Association for Presiding Judges and Court Executive Officers (NAPCO) conference in Washington, where he was recognized before an audience of distinguished judicial leaders from across the country.
“I’ve had the privilege of working with Ray for many years, and he remains one of the most exceptional administrators and competent professionals I’ve encountered in my career,” said Presiding Judge Pamela Gates. “These recent awards are a well-deserved recognition of his professionalism, strategic vision, and commitment to excellence. His leadership has played a pivotal role in elevating the court to national prominence for innovation, access to justice, and operational excellence.”
A respected leader in judicial administration, Ray Billotte has spearheaded transformative initiatives that have reshaped court operations, from pioneering case flow management reforms and modernizing jury systems to implementing strategies for reducing jail population and integrating evidence-based practices across pre-trial and post-adjudication processes.
His leadership extends beyond the courtroom, contributing to key state and national committees focused on advancing court technology, preserving public records, promoting professional development for court managers, and enhancing juror diversity.
The Gordon “Gordy” Griller Award, named after a past Maricopa County Judicial Branch court administrator and pioneer whose five-decade career transformed courts across the country, honors individuals who exemplify the qualities of an effective leader and strategic collaborator in pursuit of court innovation and excellence.
The Ernest C. Friesen Award, named in honor of Ernie Friesen, an influential attorney, educator, and justice system reformer, celebrates bold, forward-thinking leaders who embrace innovation, take risks, and consistently raise the bar for the court profession.
Receiving both honors in the same year places Billotte among a select group of court leaders recognized for their significant and lasting contributions to the justice system in Arizona and across the country.
